The EPF has discovered a message from Herbert hidden in the newspaper! Take a look!
First go to the secrets section of the newspaper...

...now open it...

... now mouse over the word stealth

And voila, you have his message! It looks like it has something to do with an earthquake! The CP STORM team thinks this because "magnitude" means earthquake....
